Abstract

A atuação policial em protestos tem sido uma temática recorrente do debate público nacional. No campo acadêmico, porém, identifica-se uma desconexão entre os campos da ação coletiva/movimentos sociais e da violência/segurança pública. O objetivo do estudo é contribuir, a partir de uma revisão de literatura, para a construção do diálogo entre os estudos internacionais sobre policiamento a protestos e as pesquisas nacionais em violência. Para tanto, são propostos os seguintes direcionamentos: a construção de um arcabouço conceitual que define os termos centrais desse diálogo; a identificação de um amplo campo de controle social da ação coletiva; a mobilização do conceito de repertório para mapeamento de táticas e estratégias de controle da ação coletiva; a construção de abordagens que relacionam o repertório policial às características institucionais e culturais das polícias brasileiras.

Abstract

Police action at protest events in Brazil is a recurring topic of national public debates. In the academic field, however, I identify a disconnection between the fields of collective action/social movements and violence/public security. The aim of this study is to contribute, based on a literature review, for establishing a dialogue between the international studies on protest policing and the national research on violence. Therefore, I propose the following directions: the construction of a conceptual framework that defines the central terms of this dialogue; the identification of a broad field of social control of collective action; the mobilization of the concept of repertoire to classify control tactics and strategies; the construction of approaches that relate the police repertoire to the institutional and cultural characteristics of Brazilian police.
