This study sought to understand the challenges in implementing the Management Plan, one of the instruments involved in the effective enforcement of an environmental public policy tool, in the context of the Caeté-Taperaçu Marine Extractive Reserve, located in the municipality of Bragança, Pará. The theoretical approach was based on the sociology of public action. This study covers the period from 2011 to 2018. Ten actors involved in this process were interviewed. The main findings observed relate to the management of the Reserve, which shows limited participation from the involved population. We conclude that the Management Plan needs to be updated to include greater participation from the main users, incorporating their traditional knowledge.
